Regulation 20 - Made Plan
Cheshire West and Chester Council decided to make the Ashton Hayes & Horton-cum-Peel Neighbourhood Plan under Section 38A(4) of the Planning and Compulsory Purchase Act 2004 at a meeting on 21 June 2017.
The Ashton Hayes & Horton-cum-Peel Neighbourhood Plan now forms part of the Development Plan for Cheshire West and Chester and will be taken into account in local planning decisions. The Council has published a decision statement which sets out the decision to make the neighbourhood plan and the reasons for doing so.

Regulation 19 - Referendum
The Ashton Hayes and Horton-cum-Peel NP referendum took place on 4 May 2017, with 93.1% of voters saying "yes" to the neighbourhood plan.

Regulations 17 and 18 - Examination
Cheshire West and Chester Council appointed Mr Tony Burton, CBE BA MPhil (Town Planning) HonFRIBA FRSA, as independent examiner of the Ashton Hayes & Horton-cum-Peel Neighbourhood Plan. His report was published on 15 February 2017.

Regulation 14 - Pre-submission consultation
The Ashton Hayes and Horton-cum-Peel NP regulation 14 consultation took place between 18 January and 6 March 2016.
Regulations 5, 6 and 7 - Neighbourhood Area designation
As a result of a community governance review, the boundary of Ashton Hayes and Horton-cum-Peel parish was amended with effect from 1 April 2015. Ashton Hayes and Horton-cum-Peel Parish Council submitted a new neighbourhood area application to the Council to amend their neighbourhood area to the extent of the new parish boundary (with the exception of a small area to the west of Longley Lane which is already included in the Kelsall neighbourhood area).
The revised neighbourhood area was designated on 3 March 2016.
