Regulation 20 - Made Plan
Cheshire West and Chester Council decided to make the Central Gowy (South) Neighbourhood Plan under Section 38A(4) of the Planning and Compulsory Purchase Act 2004 on 6 March 2018.
The Central Gowy (South) Neighbourhood Plan now forms part of the Development Plan for Cheshire West and Chester and will be taken into account in local planning decisions. The Council has published a decision statement which sets out the decision to make the neighbourhood plan and the reasons for doing so.

Regulation 19 - Referendum
The Central Gowy (South) NP referendum took place on 22 February 2018, with 89% of voters saying "yes" to the neighbourhood plan.

Regulations 17 and 18 - Examination
Cheshire West and Chester Council appointed Mr John Slater, BA(Hons) DMS MRTPI, as independent examiner of the Central Gowy (South) Neighbourhood Plan. His report was published on 11 December 2017.

Regulation 15 and 16 - Publicity stage consultation and SEA + HRA screening determination
The Central Gowy (South) neighbourhood plan was originally submitted to Cheshire West and Chester Council in June 2016 and, following six weeks of consultation, was considered by an independent examiner. Unfortunately, the plan did not meet the necessary legal requirements and so it failed at examination. This was because the neighbourhood area (the geographical area which the plan covered) included part of Tattenhall Parish area but did not have the consent of Tattenhall Parish Council to do so.
In order to overcome this issue and to enable the plan to progress, an application was submitted by Hargrave and Huxley Parish Council in February 2017 for a revised neighbourhood area, which excluded those parts within Tattenhall Parish. The new neighbourhood area was approved in April 2017 and the plan was revised to take account of it. The revised plan also incorporated modifications which had been suggested by the examiner in his report. The plan was then subject to 6 weeks consultation (‘Regulation 14’ stage) in April-June 2017. Comments received during that consultation period were considered by the parish council and incorporated into the plan where they felt it to be appropriate to do so.
The revised Central Gowy (South) Neighbourhood Plan was submitted to Cheshire West and Chester Council and a six week publicity stage ran from Wednesday 13 September to Wednesday 25 October 2017.

Regulation 14 - Pre-submission consultation
The Central Gowy (South) NP regulation 14 consultation took place between Thursday 27 April and Wednesday 14 June 2017.
Regulations 5, 6 and 7 - Neighbourhood Area designation
Hargrave and Huxley Parish Council applied for a revised Neighbourhood Area for the purposes of producing the Central Gowy (South) Neighbourhood Plan. This area was designated on 3 April 2017.

The revised Neighbourhood Area includes:
- the civil parish of Hargrave and Huxley (excluding a small area which falls within the Tattenhall and District Neighbourhood Area)
- part of the civil parish of Tarvin
- part of the civil parish of Duddon
Hargrave and Huxley Parish Council's original neighbourhood area was designated on 7 October 2013.
