Regulation 20 - Made Plan
Cheshire West and Chester Council decided to make the Frodsham Neighbourhood Plan under Section 38A(4) of the Planning and Compulsory Purchase Act 2004 on 25 November 2024.
The Frodsham Neighbourhood Plan now forms part of the Development Plan for Cheshire West and Chester and will be taken into account in local planning decisions. The Council has published a decision statement which sets out the decision to make the neighbourhood plan and the reasons for doing so.

Regulation 19 - Referendum
The Frodsham NP referendum took place on 14 November 2024, with 79.4% of voters saying "yes" to the neighbourhood plan.
Regulations 17 and 18 - Examination
Cheshire West and Chester Council appointed Mr Andrew Mead BSc (Hons) MRTPIO MIQ as independent examiner of the neighbourhood plan. His report was published on 12 August 2024.
Mr Mead wrote to the Council and the Qualifying Body (Frodsham Town Council) on 18 June to clarify some initial procedural matters.
On 21 June, the Council wrote to Mr Mead with an update on the Frodsham Air Quality Management Area (AQMA) which has been revoked:
On 4 July, Mr Mead wrote to the Council and the Qualifying Body with some questions seeking clarification on some of the matters within the Frodsham Neighbourhood Plan. The council and the Qualifying Body sent their anwers to Mr Mead on 16 July:
Regulation 15 and 16 - Publicity stage consultation and SEA + HRA screening determination
The Frodsham NP regulation 16 consultation ran from 2 May to 14 June 2024.

Regulation 14 - Pre-submission consultation
The Frodsham NP regulation 14 consultation took place between 24 October and 4 December 2022.
Regulations 5, 6 and 7 - Neighbourhood Area designation
Frodsham Town Council submitted a neighbourhood area application to the Council and the neighbourhood area was designated on 1 June 2015.
