Kelsall & Willington Neighbourhood Plan

Regulation 20 - Made Plan

Cheshire West and Chester Council decided to make the Kelsall & WIllington Neighbourhood Plan under Section 38A(4) of the Planning and Compulsory Purchase Act 2004 on 15 March 2017.

The Kelsall & WIllington Neighbourhood Plan now forms part of the Development Plan for Cheshire West and Chester and will be taken into account in local planning decisions. The Council has published a decision statement which sets out the decision to make the neighbourhood plan and the reasons for doing so.

Regulation 19 - Referendum

The Kelsall & WIllington NP referendum took place on 2 March 2017, with 95.7% of voters saying "yes" to the neighbourhood plan. 

Regulations 17 and 18 - Examination

Cheshire West and Chester Council appointed Mr Tony Burton, CBE BA MPhil (Town Planning) HonFRIBA FRSA, as independent examiner of the Kelsall & Willington Neighbourhood Plan. ​His report was published on 8 November 2016.

Additional documents were published during the examination, and these are available below. These include the AECOM Viability Study referred to in the Kelsall Neighbourhood Development Plan Team's comment on the plan and further evidence submitted by the Parish Council on deliverability of the proposed site allocation.

Regulation 15 and 16 - Publicity stage consultation and SEA + HRA screening determination

The Kelsall & WIllington NP regulation 16 consultation ran from 14 July to 26 August 2016.

Regulation 14 - Pre-submission consultation

The Kelsall & Willington NP regulation 14 consultation took place between November 2015 and January 2016.

Regulations 5, 6 and 7 - Neighbourhood Area designation

Kelsall Parish Council submitted a neighbourhood area application to the Council and the neighbourhood area was designated on 26 November 2013.
